Isnt that a bit like bolting the gate after the horse has bolted! If the fine for this (and other offences in general) were suitably high enough then maybe these people would think twice before doing it in the first place.

Same for using your mobile whilst driving, driving with no insurance, undeage alcohol etc etc etc would you think twice about picking up your phone whilst driving if the fine was 2 or 3 thousand pounds?

People wouldn't think twice - they simply don't think they'll get caught. And they're right when it comes to mobile 'phone use when driving. In reality the chances of getting away with it are so high. Anyway, if the fine was set at £2,000 or so you can bet the courts would be awarding fines of £300 - £400 at most. And that would still be a better percentage of the max fine than I used to see all the time in my days in court.
