should have explained better
i ment leave candles etc in un cases but make the shelves so that you can stack two/three full cases on top of each other then you dont get excess weight crushing the cases.

providing you have the open case on top of the stack the boxes below wont crumple.

store different types/calibres on different shelves so you only picking from one open box per type at one time

Trouble is we have over 30 different types of candles so all the boxes are opened at some point in the stacks!! Ideally i would store them loose. May get onto my licensing officer and see what he thinks, i may be allowed to do that you never know!!

After all... (though I may be showing my ignorance here or opening a nest of snakes) aren't UN cartons primarily designed/required for the TRANSPORT of fireworks rather than their storage?

I've certainly seen unboxed stock kept in several (big) companies licenced stores.

They passed candles being stored in a 18mm MDF cupboard with hinged door I made, also 1.1 - all out of their UN boxes

Hmm, possibly a postcode lottery then - our licensing body (trading standards) insist on everything being in their original cartons.
